The initial step in preparing the study involved a survey of the literature and data available on housing in the area. A servey was then carried out in order to obtain first-hand information and ideas through interviews and questionnaires. A housing conference, involving the majority of the public housing officials in the area, as well as bankers, contractors, and other businessmen, was held to get pertinent feedback regarding the character of the housing crisis in the area.
