Windsor Reservoir Dam is a stone masonry and earth embankment gravity dam approximately 245 feet long, 51 feet high having a stone masonry arched spillway section with a chord length of 68 feet. The visual inspection did not disclose any findings that indicated an immediate unsafe condition; however, an area of seepage approximately 65 feet south of the spillway center should be investigated and monitored by the owner. The general condition of the structure is assessed as fair. The test flood inflow for Windsor Reservoir, having a drainage area of 15.0 square miles, was estimated to be 23,100 cfs. Effects of reservoir storage would reduce the test flood inflow to an outflow of approximately 22,500 cfs which would overtop the dam by about 5 feet. Spillway capacity at the top of dam is 3,800 cfs which is 17% of the routed test flood outflow.
