Guidelines for Performing Condition Surveys for Earth Embankment Dams
Dam safety inspections are conducted to detect existing or developing structural or hydraulic weakness, foundation weakness, or changes in downstream land use which depend or are affected by the continuing operation of the structure. Things to look for include changes in constituent materials and generic changes (those common to all dams, regardless of individual construction or design characteristics). A trained observer should be on-site during the occurrence of natural events such as large magnitude floods, seismic events, and high winds. If this is not possible, the site should be inspected as soon as it is possible to do so safely. Inspection of the earth embankment dams and reservoirs involves conducting condition surveys for cracks, sliding and slumping, seepage problems, erosion problems, foundation problems, spillways and outlets, reservoirs and impoundments, other appurtenances, site and surrounding area, and safety considerations.
