After a brief introduction describing the Neighborhood Analyses and the methodology used there follows a discussion of the overall social - economic characteristics in the Town of Halls, Tennessee and their relationship to blight and blighting influences. The bulk of the study discusses the socio-economic characteristics, housing conditions and blighting influences on a neighborhood by neighborhood basis. The Housing Study discusses the correlations of social and economic characteristics with housing conditions. A discussion of conditions affecting the housing supply is also presented. Concluding the studies is a section dealing with recommended treatment which emphasizes the elimination of blight and inadequate housing. Treatment areas are defined and a treatment scheduled outlined. (Author)
