The project is a 13 building, 100 apartment complex being constructed under Section 236 of the National Housing Act on a 9 acre site in Henrico County, Virginia in an area known as Highland Springs. Due to the site's proximity to the Richard E. Byrd Airport, the site may be impacted by low levels of exterior aircraft noise. The beneficial impact of the project will be the construction of badly needed low- and moderate-income housing accessible to employment and shopping areas in Henrico County and to the City of Richmond, via Interstate Route 64. New evidence has indicated that there may not be significant adverse environmental impact of aircraft noise on the proposed project. However, two adverse effects will be the precedent established for development in this area and the taxing of community service facilities in Henrico County.
