An Evaluation of Housing Rehabilitation Programs in South Bend
The study evaluated the degree to which various rehabilitation programs have succeeded in repairing housing stock, stimulating private investment, and building residents' confidence in neighborhoods. The study also traced the history and administrative processes of municipal rehabilitation programs to determine if administration could be improved and standardized. Although several recommendations were made, the major ones were that (1) the city should seek the cooperation of lending institutions in its rehabilitation efforts; (2) the city should survey the condition of its housing stock at least annually; and (3) the city should consider the feasibility of developing an in-house rehabilitation capacity.
