The report presents a general park and open space development plan for the South Plains Association of Governments' Region. It also presents proposals for preservation and/or development of open space and outdoor recreation sites within the region. The report is further designed to establish developmental priorities, policies and administrative responsibilities upon which planners in the region can use as groundwork for further, more detailed studies into the specifics of solving park and open space problems.
