The Courthouse and Federal Office Building site is located within the Civic Center area and acts as a positive force in consolidating area land use to public purpose use. The building occupants will contribute to the traffic on the heavily travelled street system, particularly Sixth and Seventh Avenues, but parking area access has been designed to facilitate traffic movement. The improved mass transit system in the city effectively serves the immediate area. The site is conveniently accessible to low and moderate income housing and to the urbanized area by either private or public transportation. The adverse effects noted are not avoidable. The most serious impact will be the slight increase in traffic at the site. It should be noted, however, that most office occupants for the building are presently situated in office buildings in the downtown area, so the total traffic impact for the city will not be materially increased. Parking access for the building is designed to efficiently move traffic.
