The proposal concerns a low-rent public housing project of 840 units in three 24-story residential buildings which is being constructed in a neighborhood of low-medium and high-medium residential densities in New York City. Environmental effects include residential construction in an area of moderately high external noise exposure, minor effects on the demography of the area which have caused considerable controversy, short-term annoyances associated with construction, marginal and short-term increases to subway congestion, and relatively minor and short-term increases in currently overcrowded high school facilities.
