A Three Tiered Risk Management Plan for a Hydroelectric Project
This paper describes a three tiered project risk management plan undertaken at the basic design stage for the Upper Padas Hydroelectric Project. Basic design of the project was exposed to uncertainties due to lack of sufficient site information. A risk management plan was implemented to mitigate the potential project risk taking into consideration the implications of the potential environmental impact, construction cost, long term operation and maintenance cost of the project. Risk assessment conducted provides a basis for decision-making in the selection of mitigation options to reduce risk to an acceptable level. A three tiered risk management plan is a practical approach to deal with a wide range of risk factors related to cost, work program, contractual, legal and environmental issues. Risk assessment through a process of brainstorming involving multi-disciplinary team of geologists, geotechnical engineers, specialists in RCC Dam, tunneling and hydropower plant; quantity surveyor, financial analyst and constructors is an effective means for resolving basic design issues of hydroelectric project. Mitigation measures including relocation of project components with high risk exposure to alternative sites with more favorable ground conditions is a practical strategy to minimize uncertainty which if not resolved may lead to constructability and long term maintainability problems. The process of risk identification, risk assessment, mitigating measure options evaluation and the methods adopted in resolving the technical, environmental and project delivery issues are described.
