Development of Parking Policy for Ernakulam City
With the rapid urbanization and ever-increasing vehicular population in Ernakulam City, finding parking spaces has become a burgeoning challenge. This study identifies parking challenges and then formulates a sustainable parking policy specifically to address the parking issues of Ernakulam city. In India, usually parking is either on-street parking or off-street parking. On-street parking creates bottle necks on already narrow roads which further aggravates the urban traffic problems. This study encompasses a comprehensive analysis of the existing parking situation through field data collection, surveys, and interviews. User opinion surveys which consisted of personal information, trip information, parking information and a few hypothetical scenarios were used to analyze the parking choice of the commuters. Accessibility to parking spaces were also analyzed to understand the existing parking scenario. The user opinion survey revealed that the parking facilities are inadequate and 64% of the respondents preferred roadside parking. If public transport facilities are improved, 46% of users are willing to use this facility. Additionally, analysis of parking characteristics revealed that about 34% of vehicles are parked for short duration while 20% were long term parking. It was identified that the demand for parking space is more than the existing supply. Furthermore, best parking practices and policies implemented globally, and India were examined to draw insights for the development of parking policy of Ernakulam city. The proposed parking policy is developed with an emphasis on integrating smart parking technologies, encouraging the use of public transportation and optimization of parking space utilization.
