Regional Coordination of Federal Categorical Grants Change and Continuity Under the New Federalism
As federal categorical grants proliferated beginning in the 1960s, state and local capacities to coordinate development projects became strained, and longstanding needs for coordination took on greater urgency. One response to this problem was OMB Circular A-95, which gave state and local governments a chance to review and comment on federal grant assistance proposals in the region. In 1982, as part of the New Federalism effort to “provide regulatory relief” and “restore rightful authority to state and local government,” President Reagan rescinded Circular A-95 and gave state governments primary responsibility for designing and implementing a new review process. So far, however, changes in regional coordination procedures have been few. Indeed, most adjustments have been introduced to accommodate new federal requirements under the order.
