Place of Federal Grants and Loans in Utility Financing
Federal aid programs should be modified as the need for financial assistance changes. Grants are essential to the creation of the basic facilities that will clean up polluted streams, aid in rejuvenating certain underdeveloped areas, and protect the health of congested or remote communities. There is, however, a need for much greater analysis and the establishment of stronger policies by the federal government in order to be sure that grants and loans are not being made to agencies that could finance their own projects. The program has not affected materially the authority and responsibility of local agencies to plan, design, build, and operate needed facilities without undue interference from the federal government. While the federal grant program has permitted the early construction of badly needed projects, the gradual reduction or elimination of such programs should be encouraged to enable water utilities to be essentially self sustaining.
