Sustainable small-scale irrigation development issues for farmers, governments and donors
Promotion of sustainable small-scale irrigation requires better understanding of the production environment and water management techniques used by small farmers, an increased focus on reducing wastage of non-renewable resources and better regional water management. Participation plays a key role in understanding all these needs. Governments and donors must encourage irrigation services to develop participatory approaches in order to appreciate the opportunities and constraints of the small-scale sector, but not to expect this approach to solve all problems.
