Methodological problems in estimating recreational demand functions and evaluating recreational benefits

This paper uses data on three recreations at a Welsh reservoir to discuss various problems in specification of recreational demand functions. The conventional use of visits per caput as the dependent variable is found to introduce a strong bias into estimates of elasticities and to result in inflated estimates of benefits. It is argued that the practice of using highly aggregated data should be abandoned because it is likely to result in biased and inefficient estimates of cost-elasticities and spuriously high values for R 2. An iterative procedure is used to question the conventional assumption that travelling time is a cost. Finally, although the value-judgement implicit in the ‘Clawson method’ is criticised, estimates of benefits are found to be insensitive to variation of this value-judgement.
