This paper evaluates the seismic vulnerability of masonry structures, especially the informal constructions, and provides GIS maps that may help in the analysis and management of the seismic risks at either urban or regional scales. The risk expresses the failure probability of a construction. The method is not based on dynamic analysis with non linear behavior of the materials but is rather a simplified and global methodology as it considers mechanical criteria to classify the constructions and affects therefore a level of vulnerability to each construction to which correspond economic and social consequences. The method, derived from a traditional qualitative procedure, is written within a probabilistic framework. It provides therefore a quantitative evaluation of the vulnerability as the probability of structural failure and analyses the evolution of the vulnerability with the seismic magnitude. The results are in concordance with both the existing qualitative methodology and the seismic disaster that affected Caracas in 1967. MapInfo software was used to produce the GIS maps of the risks and their consequences, in the case of 33 informal masonry constructions, in the suburbs of Caracas (Naiguata). The predicted risks of failure range from 0.3 to 0.6, for a magnitude level of 5, but increase rapidly to reach 0.6 to 0.8 for high magnitude levels (M=8).
