This article examines in some detail the City of Adelaide Plan and the review of 1986–91. Specifically, it comments upon notions such as districts, desired future character and transferable floor space as a means by which items of heritage value can be retained as part of the city fabric. Attention is also paid to urban design, economic development and future residential population.
