The accuracy of pre-1971 local employment data (the ER IIs)

Studies 11, 253–261, Department of Employment local employment estimates (the ER IIs) are a major data source for planners and economists. Until 1971 these estimates were based on a count of national insurance cards. From 1971 onwards the census of employment replaced this ‘card count’ system. This article, after first identifying the main sources of discontinuity between the two systems, goes on to show (for 1971) major disparities between the two sets of employment estimates and argues that these disparities are largely a consequence of inaccuracies in the card count estinates. A final section draws out the implications for the user of the card count statistics.
