A loss of population through net migration has been one of the problems which certain regions of the U.K. have had to face. The analysis of inter-regional migration by the Scottish Council (Development and Industry) related emigration, immigration, and net migration to social and economic factors, and it is claimed that the findings with regard to two regions, Scotland and the North, have a high degree of statistical reliability. But a careful examination of the findings suggests that they are not logically consistent.
