General Facilities Charge Deemed Reasonable
The Supreme Court of Washington upheld a public utility district's authority to impose a connection fee on new customers, saying that the imposition of such a charge was a reasonable means of carrying out the powers granted to the district by law. The court also concluded that the owners of a plat who had challenged the charge had failed to prove that rates and charges were discriminatory.
