Cities with water supplies that are vulnerable to the vagaries of nature must have alternative means of obtaining water. In the case of New Orleans, Louisiana, the Mississippi River may change its course, leaving the city without its water supply. Alternatives should not only be planned but should be implemented before an emergency occurs.
