This column describes how several water districts in San Diego County came together and developed standard procedures and specifications that streamlined their operations, provided economies of scale, and benefitted their customers. This standardization means that contractors doing business with several of the districts need only master one plan of operations, and that design engineers will find specifications to be the same across district boundaries.
