Increasingly rigid quality assurance/quality control (QA/QC) requirements can negatively affect protection of public health for treatment technique rules (TTRs).
Hold times for chlorine and pH could be lengthened using a data quality objective (DQO) approach.
Parameters that monitor process control need to be better balanced regarding the desire for more robust monitoring and the need for more defensible data.
Significant conflicts arise between QA/QC requirements and water quality protection, and use of DQOs could help realign TTR method with purpose.
