Regulatory Situation
Regulation has to fulfill a number of roles in telecommunication. In this chapter the US and European emergency services regulations are explained. The first section provides a history of emergency services support in the United States, and explains the challenges that arise with the introduced split between the access and the application service provider. The second section offers insight into the European emergency services regulation, taking the relationship between the different functions of the European institutions into account. In addition to the provisions in the EU telecoms framework, the European Union has also used self‐regulatory approaches to harmonize certain issues relating to emergency service obligations. As any difference in national legislation may be seen as a potential threat to the proper functioning of the internal market, the European Union will also need to update its framework to keep the differences limited. emergency lighting
