In the changing social and economic climate of today, utility rate structures are a popular concern. The three major approaches to rate setting are rates based on historical costs, rates based on true cost, and rates based on social and political considerations. To deal with the myriad of pressures in the rate‐making process, the utility manager must understand old and new rate philosophies and their applicability to his system.
