Funding Water and Wastewater Projects: Growing Communities Seek Strategic Alternatives
This article discusses the problem of funding gaps that communities are encountering when faced with upgrading aging facilities and equipment, and complying with added requirements to meet health standards. Many municipalities are finding it increasingly difficult to rely solely on government programs, grants, and state revolving loan funds to support their needs. The article discusses tax‐exempt leasing provided through equipment manufacturers as a funding option being considered by municipalities, compares it to other funding methods, and lists several benefits that are unique to this method. It presents the experience that Colorado City, Colorado, had when it decided to go with a tax‐exempt financing package from Siemens Water Technologies.
