Effectiveness of Conservation‐Oriented Water Rates in Tucson
In arid regions such as the American Southwest, various measures have been implemented to help reduce water use. In this article, the author examines the effectiveness of an inverted (increasing‐block) rate structure as a means of enhancing an already ambitious water conservation program in Tucson, Ariz. Use patterns of single‐family residential customers during a nine‐year period are analyzed, with a focus on inverted water rates. The results suggest that the use of these conservation‐oriented rates in Tucson has significantly helped to reduce single‐family water use during the past decade.
