Complying With the Stage 1 D/DBP Rule
On December 16, 1998, the US Environmental Protection Agency published the Stage 1 Disinfectants/Disinfection Byproducts (D/DBP) Rule and the Interim Enhanced Surface Water Treatment Rule. These rules are the result of extensive regulatory negotiations and a rulemaking process that formally began in 1992. This paper summarizes the Stage 1 D/DBP Rule. Topics covered include: compliance dates; requirements for residual free chlorine and chloramines; requirements for residual chlorine dioxide; requirements for chlorine DBPs; requirements for chlorite; best available technologies; routine monitoring requirements; requirements for bromate; reduced monitoring requirements; disinfection byproducts precursor removal requirements; total organic carbon removal; comparison of compliance forecasts for different size surface water systems; state primacy requirements; compliance choices; and, guidance manuals that are in preparation.
