Water Discharge Permit Required for Dredging Operations
Dravo Basic Materials Co. and Pontchartrain Materials Corp (PMC) applied for water discharge permits to conduct shell dredging in Lake Pontchartrain. Numerous experts testified on the aspects of shell dredging in the lake. The Office of Water Resources concluded it could not be undertaken in a manner that would adequately protect the environment, despite Dravo and PMC's contention that their operations would not introduce any pollutants. The Department of Environmental Quality denied the permits, and the companies appealed.
