The invention provides an activation enhancer applied to cement concrete as well as an application and a preparation method of the activation enhancer. The activation enhancer comprises components in percentage by weight as follows: 10-35% of aliphaticcarboxylic acidtriethanolamine salt, 1-5% of distillation residues of glycol, 0.01-1% of sodium polyacrylate, 0.01-0.05% of sodium metasilicate and a proper amount of water. The addition amount of the activation enhancer to the cement concrete is 0.6-0.8% of the weight of cement in the concrete; a lot of engineering applications prove that the activation enhancer can improve properties of the concrete in multiple aspects and significantly improve properties, such as the strength, the workability, the liquidity, the anti-permeability, the frost resistance, thecorrosion resistance and the like, of the concrete when added to the cement concrete, is better in adaptability when used with other materials and has the advantages of capability of saving energy, environment-friendliness and the like.
