The invention discloses an expanded-base pile expanded-base pile tip cement soil sampling device which comprises an expanded blade, an upper soil sampling box and a lower soil sampling box. One end of the expanded blade is hinged onto a drill rod, the upper soil sampling box is fixed on the expanded blade, the lower soil sampling box is fixed on the drill rod, one end of each of the upper soil sampling box and the lower soil sampling box is open, the upper soil sampling box and the lower soil sampling box are covered to form a closed soil sampling box when the expanded blade is folded, and a cement soil sample outlet is formed in the lower end face of the lower soil sampling box and provided with a plugging bolt. A sampling method of the device includes the steps: controlling folding and expanding of the expanded blade by a hydraulic system, and expanding a base of a pile tip and stirring cement soil at the expanded base by the aid of the expanded blade; sampling pile tip cement soil samples by matching and meshing the upper soil sampling box and the lower soil sampling box when the expanded blade is folded. The device realizes sampling of flexible expanded-base pile expanded-base cement soil, and has the advantages of simplicity in operation and reliable sampling quality.
