The method comprises the steps of: mixing a mixture of unsaturated carboxylic acid and its derivative, a surfactant and water in a pre-mixing tank A evenly, and putting a peroxide and water into a pre-mixing tank B to mix them evenly; inputting two liquids in the pre-mixing tank A and the pre-mixing tank B into a pipeline reactor, and heating the input mixed liquid; carrying out polymerization reaction on the mixed solution in the pipeline reactor to obtain a polymer at the end of the reaction; cooling the polymer, then adjusting the ph value of the polymer to neutral, and conducting drying and salting, thus obtaining the high efficiency polycarboxylate water reducer powder. The high efficiency polycarboxylate water reducer prepared by the method provided by the invention has stable and reliable quality, and the production process is simple and practicable.
