The invention discloses a BaFe12O19/Y3Fe5O12 permanent magnetic composite ceramic material and a preparation method thereof. The preparation method comprises the following steps: preparing (1-x)BaFe12O19/xY3Fe5O12 two-phase magnetic composite powder by virtue of a sol-gel method, wherein x is mass percentage of Y3Fe5O12 and is larger than or equal to 10 percent and smaller than or equal to 40 percent; and then mixing BaCu(B2O5) powder and the (1-x)BaFe12O19/xY3Fe5O12 two-phase magnetic composite powder, carrying out granulation, pressing, then discharging a PVA adhesive, and microwave sintering at the temperature of 1100-1150 DEG C. According to the BaFe12O19/Y3Fe5O12 permanent magnetic composite ceramic material and the preparation method thereof disclosed by the invention, as the composite powder prepared by the sol-gel method is adopted, a two-phase agglutinant is added, and a microwave sintering method is adopted, the BaFe12O19/Y3Fe5O12 permanent magnetic composite ceramic material which is excellent in magnetic property and large in magnetic energy product can be prepared under a very low temperature.
