The invention provides a high-strength bare rock pipe pile inserting-driving method. Sand or clay is firstly filled in woven bags to manufacture a plurality of mold bags; then, the mold bags are thrown and filled to the periphery of the area where a construction trestle, a drilling platform and a steel protection cylinder are erected to form a cofferdam, the mold bag throwing or sand filling is continuously performed in the formed cofferdam to form an artificial coverage layer, and a floating crane or a pile driving boat is utilized to insert and drive pipe piles provided with tooth-shaped protruding structure at the bottom ends according to the designed depth after the thickness of the artificial coverage layer meets the design requirement; oblique piles playing auxiliary supporting roles are inserted and driven in the lateral direction of the pipe piles; high-diffusion self-flowing concrete is filled in the gap between the pipe piles and a rock stratum. The construction method is simple and convenient to operate and high in efficiency, the mold bag cofferdam is adopted and sand or clay is filled to form the artificial coverage layer, the problem that the pipe piles are difficultly driven into a shallow/coverage-layer-free high-strength rock stratum is effectively solved, and pile bottom stabilization is achieved.
