The invention relates to a carbon-fiber-based electric heating type electric ground heating plate with characteristics of safety and environment protection. The electric ground heating plate comprises a thermal-insulation layer, carbon fiber conductive heating wires, a reflective film, a metal aluminum plate protection-heat radiation layer, and an electric ground heating safety temperature control system and the like. The plate is characterized in that the thermal-insulation layer is laid at the bottom; the reflective film and the heating wires are successively laid on the thermal-insulation layer; and the metal aluminum plate protection-heat radiation layer coats, packages, and fixes the reflective film and the heating wires tightly to form an integrated one, so that the carbon fiber conductive heating wires and the metal aluminum plate protection-heat radiation layer are in tight contact. The thermal-insulation layer is a thermal insulation board with inorganic fibers.
