The invention relates to an environmentally-friendly non-amine asphalt modifier. The modifier comprises, by weight, 50-60 parts of phosphate ester, 5-6 parts of n-dodecanol, 20-30 parts of acrylate, 8-10 parts of kaolin, 12-18 parts ofstearic acid, 15-20 parts of N-methyl-2-pyrrolidone, 10-18 parts of sodium hydroxide, 10-15 parts of a stabilizer, 1-6 parts of an antioxidant and 3-10 parts of a warm mixing agent. The environmentally-friendly non-amine asphalt modifier can greatly improve the adhesiveness of asphalt and aggregates, and has the advantages of simple production process, use convenience, small dosage, low cost and good environmental protection performance. The invention also provides a preparation method of the asphalt modifier.
