The present invention discloses a system used for plant root system infiltrating irrigation and soil drainage, and aims to solve the problem of water resource waste and poor irrigation effects of conventional irrigation methods. The system comprises a water collecting pipe and a water drainage belt disposed on the water collecting pipe and used for guiding water into or out of the water collecting pipe, two ends of the water collecting pipe are provided with a water inlet valve and a drainage control valve, the water drainage belt is a belt-shaped member and is disposed under the ground, and at least one side of the water drainage belt is provided with a plurality of small-bore water collecting and draining troughs which are arranged in a spaced manner along a belt width direction and extend along a belt length direction in an overall length manner. With coordination of the water collecting pipe and the water drainage pipe, water flows in the water collecting pipes are guided nearby roots of the plants through the water drainage belt, so as to directly irrigate a plant root system. Residual water of soil at the root areas of the plants can also be drained, thereby realizing plant root system infiltrating irrigation and soil drainage function.
