The invention specifically relates to a composite additive capable of substantially prolonging the setting time of phosphate cement without influencing the strength and durability of the phosphate cement, belonging to the technical field of additives for phosphate cement. The phosphate cement has the characteristic of a fast setting speed; however, problems in application of the phosphate cement have not been overcome so far, so the phosphate cement has not gain enough attention and research for a long time. The composite additive provided by the invention comprises 25 to 45% of 3-methyl-3-oxetanemethanol and 55 to 75% of tetramethylammonium tetrafluoroborate, and the percentages of the above-mentioned components sum to 100%; the doping amount of the additive is 0.8 to 2.0% of the total weight of magnesium oxide and potassium dihydrogen phosphate, setting time can be adjusted by controlling the doping amount; and the additive has the characteristics of a low doping amount, good adjusting effect, low cost, etc.
