The system at least comprises a water permeable unit, flow guide pipe ditches and a regulation and storage unit. The water permeable unit is built at the lower terrain position in a catchment area. The flow guide pipe ditches are arranged on the periphery of the water permeable unit. The water permeable unit is composed of water permeable artificial grass and a water permeable foundation. The regulation and storage unit is arranged below the water permeable foundation. Deep drainage ditches are formed in the periphery of the regulation and storage unit in the depth direction. The deep drainage ditches are communicated with a municipal drainage system or a river or lake through an overrunning drainage pipe ditch. Water on the water permeable unit and water collected through the flow guide pipe ditches can penetrate the water permeable unit to flow into the municipal drainage system or the river or lake, so that the risk that a local important place is water-sick is lowered, and water resources in the regulation and storage unit can be recycled according to specific requirements.
