The invention relates to a low-resistance zinc oxide ceramic material and a preparation material thereof. The low-resistance zinc oxide ceramic material is prepared from, by weight, 96.2% to 99.7% of zinc oxide and 0.3% to 3.8% of modified additive. The modified additive is prepared from, by weight, 0.1% to 1% of Al2O3, 0.1% to 0.8% of MgO, 0.1% to 1% of TiO2 and 0 to 1% of NiO and/or SiO2. The zinc oxide voltage-sensitive ceramic material has ultralow resistance, the resistance at room temperature rho is lower than 5*10<-6> omega m, the temperature factor is smaller than 1.49*10<-3> DEG C, the carrier concentration n is larger than 10<20> cm<-3>, the positive temperature factor is achieved, and metalloid performance is achieved.
