The pavement, which must be prevented from getting iced, should be arranged in the thermal radiation area of the thermal radiation device. Then a control device is arranged so that the installed thermal radiation device is under the control of the control device. An information processor processes the temperature and humidity information that is detected by a temperature and humidity detector. When the input temperature and humidity information indicates that the anti-icing operation should be carried out, the information processor starts the anti-icing operation program and sends electric current to the thermal radiation controller through a conductive wire, the thermal radiation controller starts to control the thermal radiation emitter to give off thermal energy, the reflecting cover converges the thermal energy emitted by the thermal radiation emitter to a given area so as to form a thermal radiation area with a certain area and temperature, and the road pavement in the thermal radiation area will not get iced.
