The invention discloses a cement dispersing agent and a preparation method thereof. The cement dispersing agent comprises the components of, by weight: 200-300 parts of ethylene oxide, 10-20 parts of sodium sulfate, 10-20 parts of calcium lignosulfonate, 30-60 parts of sodium methallyl sulfonate, 1-5 parts of 3-mercaptopropionic acid, 5-10 parts of sodium dodecyl benzene sulfonate, 2-5 parts of calcium lignosulphonate, 0.05-1 part of silicone, 40-60 parts of sodium hydroxide and 150-200 parts of water. The cement dispersing agent has the advantages that the cement dispersing agent has air-entraining, dispersing, wetting, and stabilizing functions. With the dispersing agent, concrete water-cement ratio is reduced, and concrete workability is improved. The method is simple and feasible; investment is low; and the method is easy to realize.
