본 발명은 폴리카르본산계 시멘트 분산제 및 그 제조방법과 상기 폴리카르본산계 시멘트 분산제를 이용한 모르타르·콘크리트 혼화제에 관한 것이다. 본 발명의 폴리카르본산계 시멘트 분산제 및 상기 폴리카르본산계 시멘트 분산제를 이용한 모르타르·콘크리트 혼화제는 시멘트 페이스트, 모르타르, 콘크리트 등 시멘트 조성물에 적용되며, 시멘트 분자 간의 분산 및 유지력을 높이며, 슬럼프 손실을 억제하여 우수한 유동성을 가지고, 콘크리트 믹싱 시간을 20% 이상 단축하는 등으로 작업성(workability)을 향상키는 효과가 있다. 또한 본 발명의 시멘트 분산제를 이용한 모르타르·콘크리트 혼화제는 아주 좋은 콘크리트 상태 및 경시적으로 적절한 압축 강도를 제공하는 효과가 있다.
