The invention discloses high-viscosity modified asphalt and a preparation method and an application of the high-viscosity modified asphalt. The high-viscosity modified asphalt comprises a modifying agent, a cross-linking agent, aromatic oil and matrix asphalt, wherein the modifying agent comprises the following raw materials in percentage by weight: 4.0%-10.0% of a rubber-diatomite modifier and 3.0%-7.0% of a styrene prepolymer and butadiene prepolymer mixture modifying agent; the content of the cross-linking agent is 0.1%-0.3%; the content of the aromatic oil is 1.5-%5.5%; and the balance is the matrix asphalt. The high-viscosity modified asphalt disclosed by the invention can be directly applied to a high-grade asphalt pavement; the dynamic viscosity of the modified asphalt at 60 DEG C is 40000Pa/s to 400000Pa/s; and the pavement is good in high temperature deformation resistance and good in anti-track capacity.
