The invention relates to early-strength low-heat Portland cement and a preparation method thereof. The cement comprises cement clinker and gypsum, wherein the content of copper in the cement clinker is 0.05%-0.20% in percentage by mass. The three-day compressive strength of the early-strength low-heat Portland cement is 17.4 MPa-20.6 MPa, the seven-day compressive strength is 28.2 MPa-31.4 MPa, the twenty-eight-day compressive strength is 50.8 MPa-58.7 MPa, the early-strength low-heat Portland cement has higher early strength and later strength, and the form removal cycle of a concrete project can be effectively shortened; the three-day hydration heat is 209kJ/kg-221kJ/kg, the seven-day hydration heat is 241kJ/kg-249kJ/kg, the cement has lower hydration heat, and the durability and the long service life of the low-heat Portland cement concrete project are facilitated.
