The invention discloses a low-brittleness cement-based cementing material. The preparation method comprises the following steps: adding water into calcium aluminate cement, sand and a superplasticizeraccounting for 0.1-10% of the mass of the calcium aluminate cement dry powder, stirring, molding, and carrying out steam curing or hot water curing at 50-100 DEG C under a relative humidity of 70-100% for no more than 48 hours. According to the invention, the low-brittleness cement-based cementing material test piece obtained by using the unconventional method has the breaking strength of greaterthan 20 MPa, the compressive strength of greater than 60 MPa and the breaking pressure ratio of greater than 0.2; and compared with the traditional calcium aluminate cement-based cementing material,the low-brittleness cement-based cementing material of the invention has the advantages that the toughness is good and the application range is wide without being reinforced by fiber reinforcing materials and the like.
