The invention relates to a water-based epoxy anti-static floor bottom and middle coating and a construction process thereof. The water-based epoxy anti-static floor bottom and middle coating is composed of a component A and a component B. The component A is composed of the following components in percentage by mass: 20-30% of a II-generation water-based epoxy resin curing agent; 40-59 percent of water; and 0.1-1% of a dispersant. The component B is composed of bisphenol A epoxy resin and an active diluent, and is characterized by further comprising composite conductive resin, the composite conductive resin is compounded with conductive graphite powder or metal powder, and the total volume ratio of the composite resin to the component A to the component B is 1:10-1:5. During construction, when grinding particles are used, a spraying process is adopted, the composite resin is ground and sprayed with liquid in a one-way mode, and when the light-cured resin is used, the light-cured resin is sprayed firstly, and then the component A and the component B are sprayed after semi-curing. The coating and the process can ensure that the wire is uniform and the anti-static effect is stable.
