The method comprises the steps of pile position determination, building of a sewage discharge and mortar mixing system, mechanical in-place, mechanical drilling, slurry preparation and jet grouting construction. According to the construction method, construction requirements are met through reasonably arranging construction deployment in advance and performing construction deployment, the technical scheme is simple and easy to implement, the construction process is simple and clear, the construction situation can be quickly opened, and the construction period is shortened; a muck bin on site is subjected to sectional treatment, a high-power slurry pump for slurry construction in a pilot tunnel is directly pumped tothe ground and discharged into the muck bin, and after being solidified, the slurry is directly transported out of the site through a muck truck; and a reasonable construction technology is selected,so that the problems of slurry material proportioning and a drilling technology are solved, a curtain formed by the two layers of engaged jet grouting column piles can play a good role in water stopping and supporting, and accordingly a good effect that the inner and outer water level difference is allowed to be 8 m is achieved.
