The invention relates to a leveling executing device and a leveling robot. The leveling executing device comprises a mounting seat, an actuating mechanism, a fine leveling mechanism, a transmission mechanism and a rough leveling mechanism. The actuating mechanism is arranged on the mounting seat and is used for being in driving connection with a power device to obtain rotating driving force; the fine leveling mechanism is rotatably arranged on the mounting seat and is in driving connection with the actuating mechanism; the transmission mechanism is rotatably arranged on the mounting seat and is in driving connection with the fine leveling mechanism; and the rough leveling mechanism is rotatably arranged on the mounting seat and is in driving connection with the transmission mechanism. Theleveling operation for a mortar layer does not need human intervention in the whole process, the automation degree is high, the labor intensity of workers is greatly reduced, the labor cost of enterprises is reduced, meanwhile, the leveling smoothness of the surface of the mortar layer can be guaranteed to be high, and the leveling construction quality is improved.
