The method comprises the following steps that (1) an intense weathering soil and rock layer is drilled to form holes; (2) a rotary drilling rig drills holes, and a punching and grabbing bucket cleans the holes; (3) a weak weathering hard rock layer is drilled to form holes; (4) a reducing reinforcement cage is mounted; (5) the reducing reinforcement cage is usedfor pouring concrete to form a pile; and (6) a sleeve pipe is pulled out. By means of the construction method, the technical difficulty of deep rock drilling occlusive pile construction in a high-strength hard rock stratum can be overcome, the construction footage is quick, the quality of a pile forming place and disturbance to surroundings can be effectively controlled, meanwhile, settling and deviation of surrounding buildings and pipelines can be effectively controlled, and the problems about water prevention and stress are solved.
